The position of Manager Finance, Support & Control is a relatively new position. The Manager FSC is responsible for the Finance & administration team (5 FTE), ICT (3FTE), the ERP/ICT helpdesk (2 FTE), Quality Control (1 FTE), the Tender support & Compliance team (5FTE), Facility Services (3FTE) and a new formed support services team (11 FTE), based in our Global Office in The Hague. The sought-after manager FSC is a sparring partner for the Executive Board and the (global) MT members. You will report directly to Hivos’ Executive Board. The Manager FSC works closely with the business control team that is managed directly by the Executive Board and the Supervisory Board.
In this role, you are primarily responsible for creating and managing a service organisation that provides high-quality Corporate Support Services to the Global Organisation. The role identifies the needs of the Regional Directors and the Programme Directors/Managers and delivers customised process-based implementation of solutions, based on SLAs. Plenty of insight is key. This should lead to the development and delivery of high-quality on-demand services to Hivos’ internal customers who, for the most part, are based outside the Netherlands. Implementation and execution will be more and more concentrated in the regional offices.
Besides the team deliverables and core services, the manager and the team also contribute to the organisation’s deliverables by:
- Supporting the budgeting and accountability cycle (internally and towards donors).
- Providing advice, both on request and unsolicited, on efficiency and process improvement within the organisation.
- Ensuring high-level quality assurance regarding management information i.e. KPIs and key risks.
- Playing a leading role in the improvement and implementation of Management Information and raising the level of internal services. This includes functional application management, supplier management and procurement.
- The manager directs and creates complex and cohesive analyses and reports. It also includes designing an ‘internal services catalogue’ with internal pricing.
Secondly, the manager FSC is responsible, in close collaboration with the organisation's global line management, for the establishment and design of high-quality operational quality standards with regard to internal processes, including KPIs. These control mechanisms should measure and assess the costs and results as well as monitor compliance and accountability. The manager should create a sustainable, professional and service-oriented infrastructure for this with a good customer focus. Flawless execution is a condition for the growth of the organisation's funding. This means the sought-after manager is quality-driven and someone who contributes tremendously to the performance of the Hivos organisation and its accountability to donors and governments.
As the Executive Board's financial/operational alter ego, you are the one who challenges and ensures that excellent services are delivered to the Global Organisation. Feasibility, consistency, insight and measurability receive constant attention. Your management style is service-oriented and quality is not compromised even when under pressure due to circumstances. You communicate excellently and directly and you stand out which means people want to work with you. You think and act quickly which facilitates decision-making. This is combined with analytical skills and a high capacity to provide constructive criticism. You have managed professionals for a number of years. You have developed an affinity with services management, operational risk and compliance and procurement.
You are an academic with a strong management drive. The position is in our Global Office in The Hague.
